A 3 Code Emergency Number (911) for the Nigerian Police
Emergency
Nigeria is
long overdue for a short code number that can be remembered by all in case of
emergency particularly for the Nigerian police; this is expected to improve
security and police public interaction in a virtual way as it is done all over
the world.
As at today, Nigeria's communication enviroment have come of age. With over 146M subscribers over a population of 180M, it is only common sense that the government creates an emergency number within the public domian. That is what is done the world over. No one wants to be remebering the different 080XXXXXXXX or 07XXXXXXX......... and the 090XXXXXXXX being released by the Nigerian Police from state to state. Even if you do remember the number for one state, what happens when you cross over to another state? The need for a unified emergency number is going to be a mandatory tool if we want to win the war on terror and other criminal vices. All that is required is a 3 code number that anyone and everyone can remeber.

Objectives
•
What
I intend to do is to present a cheap, cost effective network requiring very
minimal maintenance and overhead to the
police budget
•
The
number will be a free call and can be dialed from any device even without a SIM
card
•
A
pure emergency number
•
The
system will be maintained within the ubiquitous public network
The idea of such a simple design is to present what will be pocket friendly to the Nigerian government and the Nigerian police as well. The fact that we are faced with terrorism activities makes it mandatory that we must put in place a mandatory, easy to remember emergency number route-able all over the country. It will require however that NCC will mandate all public network operators to route this 3 code number to the designated dispatch centers which will be simultaneously police state commands as well as regional police command centers. This design is easily achievable within 3 months at a very friendly budget as well. The present scenario where each state police command gives out some numbers which is different from state to state, (who remembers them anyway) is simply a non starter. This design is also capable of incorporating a national crime bureau created on the fly as calls are synthesized and localized. That will enable security planners to know how to channel both men and other resources in an optimal distribution.
